Partial National Elections Results in Oas Albay

As a dedicated volunteer of Jojo Binay, I’ve been monitoring the precinct results since last night. I was assigned to man Oas East Central School which is composed of 6 barangays namely; Bagumabayan, Calzada, Centro Poblacion, Iraya Sur, Iraya Norte and Rizal (7 clusters with 24 precincts).

The partial result in that school favored Aquino with 1974 votes. Villar got 352, Estrada 215 while Teodoro got 283.

Eager to know and to report the results to the national center, I was at the municipal canvassing center up to 1AM and returned as early as 8AM today because almost 25 percent of the total number of precincts have not yet transmitted their results. When I arrived, the board is still waiting for the transmission of Barangay Calpi.

The official results were printed at 11PM. Some people are getting mad with the very slow posting of the national election results.

I argued with some election officers/Smartmatic officers manning the computer system. I was suggesting that they should properly project the results in the LCD outside because it was not properly set. My request was answered with arrogance saying that I should just wait for the results to be posted. I was prohibited to take pictures from the computer itself.

COMELEC officers advised that we should go back after lunch.

With this scenario, national election results could be rigged. I noticed that there are no more watchers when the local elections results were announced and winners were proclaimed.

I suspect that the results/figures can be altered before transmitting to the provincial board of canvassers. Same thing from the provincial to the main consolidating office in Metro Manila because literally no one was there to check whether the figures are the same from those in the Precinct Levels.

I’ve read the same concern I think from a yahoo update but I can’t find the exact URL.

Anyway, here’s the result for President and Vice President in the town of Oas, Albay.

The COMELEC violated Sec. 18 of the Electronic Election Transmission process wherein the PCOS should transmit first the data to MBOC instead of the MAIN SERVER OF COMELEC CENTRAL. The rule says that PCOS will transmit data to MBOC, then MBOC to PBOC, NATIONAL, PPCRB, ETC. But the actual transmission happened on election day was from PCOS to COMELEC CENTRAL SERVER, then MBOC, PBOC, ETC.
The actual transmission of data as shown in TRANSMISSION DIAGRAM presented by SMARTMATIC is separate and distinct from the actual transmission during the election. NO COMELEC CENTRAL SERVER is presented in the Manual prior to election.
Ii simply means that the Comelec Central Computer Server which transmits data to MBOC< PBOC
